Part to Cad alignment

I'm writing a program and all of the other 15 dimensions (planes and hole/cylinders) are checking fine. once i try to check the outside diameter the cad on the software shows my probe in the middle of the outer circle (where it should be) but my actual probe is at the very top of the circle almost hitting a lip I'm trying to avoid.
