Measure DCC plane offset from a Joystick measured plane

Had a weird problem on a part I was programming.  It was a blocky part, plane/plane/plane datum structure much like what you would do on a 123 block or something.  I measured all 3 surfaces by hand as a simple plane/line/point alignment and switched to Define DCC to program the same surfaces in DCC mode.  I needed all of them as planes, as they had tight flatness and perpendicularity tolerances to each other and I wanted lots of points with my PH20 instead of measuring it by hand.  

The problem?  My DCC created plane was weirdly offset compared to where it should have been.  In the screenshots below you can see that my nominal data for my DCC plane is within a fraction of a millimeter to a joystick plane I picked up, but the graphics offset them by a solid 30 millimeters or so.  DCC created circles appear to locate as they ought to, but why is my plane so crazy?
