GD&T Question, not software related.

I have never come across something like this. Can anyone tell me why there are two feature control frames for the same hole (not the composite feature control frame)? The features in question are 2x 1.000" holes. I am also not entirely clear on how or why the circle is dimensioned with the  two lines to the outside, instead of a single leader to the circle.

I appreciate any comments. If I don't figure it out, I will contact the customer sometime tomorrow.
