OD Circle 1

BC Circle 11

When comparing the 2 features and even changing the origins why do the XA and YA values stay the same?

For instance I want to know which way to move my BC diameter so it's concentric to my OD. 

With OD Circle 1 set as the origin and comparing Circle 1 to Circle 11, I see the following results:

XA = .00079

YA = .00081

When I switch it to compare Circle 11 to Circle 1 I still get the same results:

Why are the values being displayed not negative from the new origin?
