Ø of Cone to Plane when not perpendicular

I'm in the middle of a layout on some plastic parts. There is a conical feature that is giving me issues. I'm not submitting a ticket, since I've created a solution... but, I'm wondering if there is a method to do what I want.

The intersecting plane is, let's say 15 degrees different than the cone. This creates an ellipse, but the print calls out for a diameter measurement at the smallest point and the X,Y position.

My solution; measure the smallest Ø with gage pins. Input the Ø as a user defined dimension then intersect the plane with the cone (using Line to Plane intersection) to generate the X,Y point to report position.

This moulding process does actually make an ellipse, but to my knowledge, CMM-M doesn't allow the creation of an ellipse from other features and won't process the circle when it's that far from perpendicularity. Minimum inscribed - Best Fit Circle would be pretty darn close to the gage pin measurement. Or the minimum diameter of an ellipse.

Is there any way to generate all of this from the software?
